It is a song that Franco made after reestablishing his friendship with Mobutu.

Franco faced so many ligal issues while he was alive.
Ya Biso Candidat was released while Franco was away in Brazzaville. He was running away from Mobutu. Mobutu wanted to arrest him.

Mobutu loved Ya Biso Candidat so much and Franco returned home from Brazzaville. He recorded Lettre a Monsieur Le Directeur with Tabu Ley Rochereau.

This song was a way for Franco to divert attention from him
to other people, to general managers.
